Magda distributed a document for requests to authorize users to update bib records, when bib update is not a part of their regular duties. The guidelines are to ensure quality control while allowing users to do well-defined projects. III can’t control which parts of a bib record are updated, so training of new users is a priority. Users should e-mail Magda to request authorization for special projects. Include name and description of project, time frame bib authorization is needed (authorizations are temporary), program for training, etc.
Resolution: Magda will implement guidelines in document.
OhioLink negotiations to purchase Springer e-books were successful. OhioLink will acquire 2005, 2006, and 2007 Springer and 17 related imprints in e-book. Per OSUL guidelines, requests for paper copies of e-books will be returned to requestors as duplicates requiring further review. OhioLink has not released details on discount for print copies, when e-books will be loaded, and which titles are excluded from the deal. Marsha announced YBP is redesigning GOBI. The new software should run faster. MOD will hold training sessions after YBP provides access to the new version.
No policy exists concerning adding 856 fields to records for print books that are also available electronically. Cataloging received requests to add these links and wants a policy to cover the issue. It was agreed that 856 fields generally will not be added to link print and e-book records due to catalog maintenance and staffing issues; special requests will be considered on a case-by-case basis.
Changes to the document were suggested. Group was reminded that government document serials are a separate workflow handled by SRI and not part of this policy.

Resolution: Barbara will update document and circulate for comments. After revisions are accepted, it can be distributed as an OSCAR database management document on the TS website.
Representatives from CAT, SER, SRI, and MOD met; Barbara and Celeste agreed to draft a document on how to handle cataloging requests for free e-books available on the web. There are currently about 145,000 e-books (wwb) on OSCAR including purchased and free items, websites, and government documents. Some subject specialists are finding large numbers of free e-books on the web and want records for them added to OSCAR. We don’t have resources to catalog these and track the URLs; some collections have thousands of titles.
Options for acquiring records were discussed. Some OhioLink collective cataloging is being done. Serials Solution records are being added. EBSCO is offering MARC records for some collections. In many cases, we have no way of tracking what titles vendors or websites add or delete in order to do maintenance on which records should be retained in OSCAR.
Maureen reported that CONSER has clarified and affirmed that a separate ISSN be assigned to different medium versions and supports establishing a linking ISSN (ISSN-L). (The ISSN revised standard began in 2004 and was approved in the fall of 2006.) ISSN-L’s will be retrospectively added to the registry. The linking ISSN in the same 022 as the ISSN, but in a separate subfield, was passed in a position paper and carried forward as a MARBI proposal. She also mentioned that Michigan is in a pilot with OCLC to create records for the books Google is digitizing and will do a 100% match up with print records in WorldCat. Rebekah reported there will soon be OSCAR scoping to limit by e-book format. Celeste reported that ERM contains research databases only; single e-books are not in the ERM.
Sally indicated this field is changing quickly. We can reevaluate our policy every six months as the market changes.
Resolution: Cataloging agreed to produce individual MARC records on request for free e-book collections of less than 10 titles. For over 10 titles, they will produce a collection-level record. Another option is to purchase records, but someone has to pay for them. The document will be accepted as working guidelines and can be revisited.

In April, Springer e-book records will be of better quality, so we will wait. Springer is talking to OCLC about the records; OCLC numbers may be included in future.
About 13 strategic task forces for re-visioning OhioLink were formed. TFs on centralized technical services and cataloging functions and the central catalog are of particular interest to TSC. OSUL has representation on most of the groups.
Maureen reported on the Metadata Strategies Task Force. Since some of the members of the committee are new to non-cataloging metadata issues, she has produced a reading list for the committee. The committee will do focused research for two months and then plans to produce a white paper in the following 6 months.
ALA Notes: 856/956 New CONSER standard will probably be implemented in June and will affect serials cataloging. Maureen can give a presentation on the CONSER standard record if people are interested. The focus is on access; it might be more effort for catalogers but easier on users. Tschera discussed the 856 and how it was intended to be part of the MARC holdings field, but is currently in the bib record. Eventually it could be stripped out and separated from the bib description. 956 will be just local holdings.
CONSER is interested in catalogers using ONIX records from publishers and other sources. Catalogers can then concentrate on adding subjects. Tschera noted that quality varies greatly on these records. III can bring brief records in from many sources, which can be upgraded locally. Vocabulary may differ in subjects. This folds into the discussion on automated metadata creation.
ETDs. Kent State will do a cataloging bot to harvest data supplied by authors and use MARC EDIT to bring records into their system.
Rebekah repeated the presentation done for CIPS. With Release 2006 loaded last summer, we can make WebPacPro changes. The new web interface offers relevancy ranking in the keyword search (which can’t be turned off) and allows customization in display. Before we implement at OSUL, we can see what it looks like at other libraries that are using it, like BGSU. 50 search results display per screen instead of the current 12. She demonstrated adjacency searching. Each word in a phrase is searched as a separate keyword unless the phrase is in quotes; this is more like Google searching. Most relevant (phrase appears in titles); highly relevant (appears in title or subtitle); very relevant (title, subtitle, notes, series, or subjects); other (pulls words from anywhere in record). Within each level of relevancy, items appear by year. Another advantage of the upgrade is that it allows tabs and customization of bib display. Should be able to turn on during Spring Break and see what it looks like.
